Every summer, the FRS (Foundation for Rural Service)  Youth Tour brings together high school students from across rural America to visit our nation’s capital and learn about rural telecommunications. The tour provides a forum for teens to meet and interact with their peers from other rural communities as well as key legislative, regulatory and government figures.

NCTC sponsors 2 students in our service area to attend each year. They are accompanied by an NCTC employee. The deadline to apply is Friday, March 2nd.

To qualify:  

Students must be a high school student ages 16 or 17 at the time of the Youth Tour.  FRS will not accept any student age 18 or over.  Must have a 3.25 GPA or higher as of January 1, 2017.  Must be in NCTC service district.

To apply:

Submit the following:

  • Complete Youth Tour Application
  • Brief letter which states why you would like to attend and what your plans are beyond high school
  • Recent school photo for the Youth Tour Booklet
  • Letter of recommendation from a teacher or school official
  • Essay of up to 500 words typed that address the following topic:  “Understanding Telephone Cooperatives:  Past, Present & Future”

Return these items to NCTC’s main office in an envelope addressed to:

The Youth Tour:


• Offers rural students an inside look at the telecommunications industry.
• Educates students about the legislative and governmental process.
• Gives students the opportunity to experience the nation’s capital and visit famous historical sites, including the Lincoln Memorial, the U.S. Capitol, Mount Vernon and Arlington National Cemetery. 
• Allows students to meet youth from rural areas across the country, develop leadership skills and help point their communities toward the future.

Saturday, June 2:
• Afternoon—Arrive in Washington, D.C.
• Evening—Buffet Dinner & Orientation Activities
Sunday, June 3:
• All Day Touring Washington, D.C.
• Highlights Include: A Visit to Arlington National Cemetary; Smithsonian Museums; and a Beautiful Nighttime Tour of the Monuments
Monday, June 4:
• “The World of Telecommunications” Educational Session
• Afternoon Sightseeing to include: U.S. Capitol, Library of Congress, U.S. Supreme Court
Tuesday, June 5:
• “Looking Into the Legislative and Governmental Process” Educational Session
• Afternoon Sightseeing to include: Tour of Mount Vernon, home to George Washington
• Evening—Dinner & Dance
Wednesday, June 6: • Morning—Return Home
